FIELD · SCHH-2026Yilong County E-Commerce Industrial Park was completed and opened in 2016. Total park area is about 13,000 m² (13,200 m² of space at its own disposal), with a four-storey main building. It is the county's core platform for developing the e-commerce economy and incubating start-ups.


The park is laid out into functional zones including a product display and experience centre, an innovation and entrepreneurship incubation centre, a brand marketing centre, an operations service centre and a consolidated warehousing and delivery sub-centre (later upgraded into "seven centres": operations service, IP incubation, testing, brand marketing, innovation and entrepreneurship incubation, product display and experience, and cold-chain warehousing and logistics). Shared services include live streaming, product quality testing, short-video production and e-commerce training, with functional areas such as an agricultural-product traceability rapid-testing room, live-streaming studios and a big-data display area.
The park runs an innovative "departments + enterprises + associations" service mechanism, providing resident enterprises and makersfree of charge withprofessional guidance covering policy advice, talent development, entrepreneurship training, online-store set-up, graphic design, product development, photography and production, event planning, business registration, and finance, banking and tax matters — sharply lowering the cost and the barrier to starting a business. In 2025 the park drove county e-commerce turnover of ¥2.540 billion and online retail sales of ¥1.275 billion, up 9.32% and 16.09% year on year respectively; in January–June 2026 county e-commerce turnover reached ¥1.566 billion, up 9.36% year on year, with the trend continuing to improve.
FIELD · SCHH-2026The park applies supporting policies such as "seven exemptions and seven subsidies" to resident enterprises (earlier described as "seven exemptions and six subsidies") and provides one-stop, hands-on service — so entrepreneurs can spend their energy on the business itself.
Eligible resident enterprises receive free office space, training rooms, office equipment, broadband, water and power, and property management — no rent, no utility charges and no management fees in the early period, letting a business start at zero cost.
Eligible parties receive subsidies for job placement, training, loans, social insurance and internships, plus employment incentive payments. County-level measures such as the 16-point policy for promoting e-commerce development have already paid out more than ¥2.3 million in incentives.
The park runs a talent service window handling more than 130 matters in one stop — employment and entrepreneurship, talent development, business registration, finance and tax. A dedicated enterprise secretary follows each company through the whole process, from settling in and obtaining licences to starting operations, turning "the enterprise asks us to handle it" into "we handle it for the enterprise".
Measures include a tailored policy for each enterprise, investment attraction and return, and preferential park entry. Since 2016 the park has waived taxes and fees and paid policy subsidies totalling nearly ¥7 million, genuinely lightening the load on businesses.
Working with county departments, the park helps resident enterprises promote themselves free of charge among the county's industrial enterprises and makes introductions, so a new business wins its first order quickly.
Skills training and entrepreneurship training run on a regular basis, with more than 30,000 person-sessions trained to date, supported by maker apartments and a communal canteen for talent — so returning entrepreneurs can "start a business at zero cost and put down roots with peace of mind".
Many people assume an e-commerce industrial park only supports rural e-commerce. It does not. The park has successively been recognised asProvincial-level technology business incubatorand a provincial-level business incubation base, among other provincial-level titles, and its innovation and entrepreneurship incubation centre is open to all kinds of founders. Early resident ventures already spanned modern agricultural planting, processing of distinctive farm products, event planning, interior design and handcrafted bamboo work — not online shops alone.
Nanchong Henghuan Robotics Co., Ltd. is a beneficiary of exactly this policy: the company was registered in September 2026 in the park's second-floor office area, entering asan industrial robotics R&D and technical-service enterprisefor incubation, and receives the park's full package of early-stage support for new enterprises — rent-free office space, one-stop hands-on service for company formation and move-in, and free county-wide promotion and business matchmaking. The Industrial Equipment Services Division opened for service in the park alongside it.

'Nanny-style service' sounds abstract, but brought down to concrete items it is really a perfectly clear list. The following are things we have actually encountered since moving in, or that the park publicly commits to providing.

The location was not chosen casually. For a company doing equipment installation and maintenance, office space is only a foothold - the real considerations are response radius, industrial hinterland and operating cost.
Xinzheng town in Yilong County lies on the Jialing River, within a manageable drive of Nanchong's urban districts (Shunqing, Gaoping, Jialing) and of Langzhong, Nanbu, Yingshan, Peng'an and Xichong - the jurisdictions where our service is densest. Equipment service competes on speed of attendance, and only a base at the geometric centre makes same-day arrival within one to two hours an achievable fact rather than a slogan.
Machining, agricultural product processing, building materials and equipment manufacturing around Nanchong have kept expanding in recent years, with demand for new plants and equipment renewal growing; yet local equipment service capacity that is systematic and capable of major overhaul and automation upgrading remains relatively thin, and equipment from out-of-province suppliers often arrives in Sichuan with nobody to take on installation and commissioning. That gap is our reason for existing.
The park provides rent-free office space, free utilities and property services, and one-stop company formation services, so the early phase starts at almost zero cost. For a start-up technical service company, the money saved can go into test instruments, tooling and staff training - into what actually decides service quality, rather than into rent.
The park is not only about rural e-commerce: it has successively built provincial-level brands such as a provincial science and technology business incubator and a provincial entrepreneurship incubation base, with an innovation and entrepreneurship incubation centre open to all kinds of ventures. Nanchong Henghuan Robotics Co., Ltd. moved in as an industrial robotics R&D and technical service enterprise to be incubated, receiving the park's full package of support for newly established companies, and the Industrial Equipment Installation & Maintenance Division was accordingly launched here under its own sign.
