Every plan comes with a rollout schedule and milestones that spell out who does what by when and how it is accepted — rollout runs on mechanism, not on goodwill.

The most common predicament in plant equipment management is not a lack of people to do the work but work without method: which machine gets repaired first depends on who shouts loudest, whether maintenance happens depends on memory, and whether to retrofit depends on feeling. Plan-and-programme deliverables simply write the "method" down: objectives, steps, responsibilities and acceptance all present, moving equipment management from emergency firefighting to planned progression.

The mark of a qualified plan is that a workshop director who didn't help write it can pick it up and see what they should do, by when it should be done, and with what they can prove it was done well. A plan that fails these three points is just a document, however thick.
