The equipment management organisation is built on three tiers — company, workshop, crew — with clear duty boundaries and reporting lines at each, interfaced with the production and safety organisations, so there is neither double management nor orphaned responsibility.

What building the structure actually involves

Management layer design: layers are set by plant size: a small plant can run on two (plant level - team), a large one on three (plant level - shop - team). What each layer manages, approves and reports is written into a responsibility list, leaving no grey areas.

Defining role responsibilities: the responsibility boundaries of the equipment administrator, maintenance foreman, inspector and operator are written out clearly: who inspects, who maintains, who repairs, who accepts the work, who approves spare parts. Unclear responsibility is the root of buck-passing.

Staffing recommendations: based on equipment count, complexity and shift pattern we recommend fitter and electrician staffing and the skills required. Where manpower is short, we also make clear which work can be outsourced and which must have your own people.

Process and authority design: five core processes - maintenance requests, overhaul plan approval, spare part requisition, acceptance sign-off and contractor management - each with its routing form and authority table, so small matters never stall and big ones are properly controlled.

Linking into the assessment system: overall equipment effectiveness, failure downtime rate, maintenance completion rate and repair cost are hooked into your existing assessment system, with indicators that can actually be collected and verified - assessing results, not formalities.

Training before go-live: before the structure goes live we train managers and team leaders, explaining why it is designed this way and how each role works, so the organisation can run from day one.

Common Questions

Our new plant has not recruited yet - can we build the structure first?

Yes, and you should. Structure design fixes the roles and headcount, and recruiting then follows the role requirements - far more sensible than hiring first and defining posts afterwards. Once the equipment list is settled we can start the design, running in parallel with civil works and installation.

Can an established plant's organisation structure be changed? Would it be too disruptive?

It can be changed gradually. Sort out responsibility boundaries and processes first, adjusting people within the existing team wherever possible, and providing a transition plan where posts genuinely must change. Most established plants do not lack people - they lack clear responsibilities and closed-loop processes. Get those two right and the structure comes alive.
