

Liupanshui is the Third Front programme's model "coal capital of the south-west". In 1964 the state decided to develop the Liupanshui coalfield (the Liuzhi, Panxian and Shuicheng mining areas — the city name is built from the first character of each), and tens of thousands of coal-mine builders moved in from across the country to raise Guizhou's largest coal base in the Wumeng Mountains; the Shuicheng Iron and Steel Works (prepared in 1966, built by Ansteel) started at the same time and became a major south-west steelmaker. Liupanshui was made a city in 1978. After reform and opening-up coal and steel went through cyclical swings and restructuring (Shuigang folded into the Shougang family), while coal power and coal chemicals (Panjiang Coal & Power, the Shuikuang family) kept expanding. In recent years Liupanshui has used its coal to develop coking, coal gasification and new coal chemicals, while building tourism and wellness around its "Cool Capital of China" climate brand and pushing its transition as a resource-based city (a national industrial transformation and upgrading pilot zone).
In 2025 Liupanshui's above-scale industrial value added grew steadily, with energy industry contributing about 52.8%. Coal (the Panjiang and Shuikuang mining areas, raw-coal output among the province's highest) and coal-fired power (several large pit-mouth plants) are the base; coking and new coal chemicals (the Panzhou-Shuicheng coking project cluster) extend downstream; steel (Shougang Shuigang, construction materials and special-grade steel) runs steadily; new materials (basalt fibre, coalbed methane use) work alongside tourism and wellness (the Cool Capital brand, skiing, hot springs). The whole city is building toward a south-west circular-economy demonstration base and a model city for industrial transition.

All three of Liupanshui's traditional strengths — coal, chemicals and steel — drive maintenance demand. Mine equipment (extraction, conveying, hoisting, ventilation, gas drainage) upkeep and annual-inspection rectification are rigid and high-frequency; coking and coal-gasification plant (coke ovens, gas cleaning, by-product recovery) needs specialist, strongly professional maintenance on pumps, piping and refractories, with defined overhaul cycles. Steel (blast furnace, converter, continuous casting, rolling lines) has a large equipment base, so mechanical overhauls, hydraulic retrofits and electrical automation upgrades never stop year-round; power plant auxiliary overhaul is steady.
