Panzhihua

Panzhihua is the flagship project of the Third Front programme: in 1964 the state decided to build a steel city in the barren valley by the Jinsha River on the idea of an "ivory micro-carving steel city"; the special district was set up in 1965 and became a city in 1987. More than a hundred thousand builders from across the country, in a "production first, living later" spirit, raised Pangang on Nongnongping — then home to "seven households and one tree" — cracking the world-class problem of smelting high-titanium vanadium-titanium magnetite in ordinary blast furnaces and ending the era in which China could not smelt V-Ti magnetite from its own resources. Deng Xiaoping once said, "If Panzhihua is not built well, I cannot sleep." City and Pangang grew up together — the classic case of "plant first, city later".

In 2025 Panzhihua's above-scale industrial value added grew steadily, with vanadium-titanium the first pillar: Pangang's vanadium products lead the world in output, and the titanium dioxide and titanium materials chains extend downstream; steel (with Pangang's Xicheng Steel-Vanadium line) holds its scale; hydro (the Jinsha cascade) and solar provide clean-energy support, and the hydrogen layout (production — storage and transport — metallurgical application pilots) is starting. Construction of the "China Vanadium-Titanium Capital" advances, with speciality agriculture in Miyi and Yanbian running alongside the sunshine-wellness industry.

Pangang Group (vanadium-titanium steel, among Sichuan's top-100 enterprises), Lomon Billions Group's Panzhihua base (titanium dioxide), Panmei Group, the Panzhihua Steel City Enterprises Corporation family, and operators of the Jinsha River cascade stations.

Panzhihua's maintenance market is highly specialised. Smelting equipment — blast furnaces, converters, casters, rolling lines — runs continuously at high temperature under heavy load, with frequent mechanical wear and hydraulic leaks, so overhauls and spare-part repair (hardfacing, thermal spraying) are high-volume; anti-corrosion and rotating-equipment upkeep on titanium dioxide and vanadium chemical plant (rotary kilns, filter presses, crystallisers) is a long-term line; belt galleries, bucket wheels, grabs and other materials-handling equipment are long-lived, with wide room for retrofits and refurbishment. Our focus: smelting-line overhauls (Module 03), pellet/sintering and belt-system retrofits (Modules 05/08), and preventive maintenance on chemical plant (Module 02).
